Mark J. Kimzey presented on Legal Concerns for Emergency Response and Recovery Agencies at the Illinois Public Works Mutual Aid Network’s Annual Conference on October 26, 2022. The explored key legal issues for emergency responders, including statutory immunities, gross negligence and willful and wanton conduct, intentional torts, and discrimination and harassment, with a focus on practical considerations and best practices to diminish legal risks and protect their organizations. Legal concerns related to disclosure obligations under the Freedom of Information Act and Illinois Supreme Court Rules were also discussed.
